Why not build a gladiatorial arena so people with anger issues could kill one another :? I'd say put $40 million into the arena, and $10 million to Cook monument and museum (because he's educational).
Killing angry people isn't really a improvement on angry people killing others.

Most angry people have reasons for being angry.
They might have been taught that emotions other than anger are inappropriate. 
They might have trauma issues, and their Flight/Fight/Freeze/Fawn response is fight.
They might lack the skills to regulate their emotions.

It doesn't justify their anger, but we can be compassionate while keeping them accountable. Their actions are the issue, not their existence.
I got angry at customer service today after they tried dicking me for the third time in a row on an autopay overcharge that I call about every month that they promise to fix every time, but never do. I have to verbally threaten them by saying that I want to get their supervisor involved and I want to get in direct contact with their billing office, to follow up on their lies and failures. I think feeding them headfirst to a lion would be a very fair way of dealing with their gross predatory business practices :D
I find being assertive but polite works best.  Getting angry at someone runs the risk they're try to subtly undermine you.  "opps, dropped your call, sorry." *sits at the back of the store for 5 minutes* "Nah, no stock behind there."
